This position involves administrative and supervisory responsibility for the safe, efficient and secure operation of the county adult correctional facility including the safety and security of all staff, contracted employees, vendors, visitor and inmates. This position is also responsible for the custody, classification, discipline, programs, booking and release of all inmates assigned to the county adult correctional facility. Work is performed under the direction of the Corrections Director and is responsible for facility operations in the absence of the Corrections Director.
Promotes a diverse, culturally competent and respectful workplace.
Collaborates with the corrections director, elected officials, law enforcement agencies, attorneys, judges and community services providers to decrease recidivism and improve public safety. Confers with members of the public and the criminal justice system to discuss and resolve any issues that impair the effectiveness and efficiency of the county adult correctional facility’s operations.
Assists the county courts, attorney offices, community corrections and law enforcement agencies and private service providers in advocating for and developing alternatives to incarceration. Monitor the effectiveness of reentry services in reducing recidivism rates for inmates admitted to the adulty correctional facility.
Develops and recommends new and revised rules, policies, and procedures to respond to changes in operational or program needs, objectives, and priorities consistent with the County’s mission, relevant federal, state and local laws, licensing requirements, and nationally recognized correctional standards. Participates in the annual review of each facility policy and procedure to ensure the correctional center meets or exceeds its established standards, goals and objectives.
Implements a classification system that identifies appropriate housing based on security classification, assesses risk to the facility and public, informs on inmate strengths and deficits for targeted interventions based on evidence based practices.
Establishes a staffing plan, submits position requests, justifications and ramifications to meet the daily operational needs of the facility that meet or exceed established laws, due process requirements or recognized best practices for correctional facilities.
Monitors and assesses the hiring, training, development and supervision of all corrections, booking, classification, program, medical, mental health or contractual staff or volunteers. Develops performance evaluation standards and procedures to provide information to subordinates on the expectations of individual work performance and to ensure complete and objective appraisal of a subordinate's performance.
Manages employee production levels, training needs and appropriate personnel actions such as promotions, disciplinary actions, status changes, separations, and grievance dispositions. Assigns and supervises all employee investigations not involving criminal activities.
Conducts internal audits, procedural assessments and systems checks to ensure that all staff are compliant with established standard operating procedures or nationally recognized correctional security standards.
Collects and analyzes data to formulate a strategic plan that incorporates short and long term goals to enhance public safety and the safe and efficient operation of the adult correctional facility. Prepares budget justification based on collected data, forecasted trends and research that identifies best practices or methods that address identified inmate needs and achieve the long and short term goals of the facility.
Ensure internal, external and independent inspections and audits are completed and corrective action is taken to immediately resolve any deficiencies in a timely manner.
Responds to institutional emergencies and assists the incident commander in resolving the emergency.
Confers with inmate's families, the public and other governmental offices to establish and maintain good public relations.

Education and Experience
Bachelor's degree from an accredited college or university in Criminal Justice, Public Administration, relevant social or behavioral science or a related field required.
Seven (7) years of corrections or law enforcement experience with at least five years in a leadership or supervisory position is required.
*Approved education or work experience which provides equivalent knowledge, skills and abilities may be considered and substituted for the stated education or experience.
Special Requirements
Must have and maintain throughout employment a valid driver’s license as well as meet eligibility requirements of “acceptable driver standards” as defined by the county.
Must complete initial training as required under the Nebraska Minimal Jail Standards for Adult facilities Title 81 regulations, Chapter 2, Section 003.2 within the first year of hire.

Knowledge of, and ability to learn, specialized software and operating systems. Must be competent in the use of Microsoft Office and office automation equipment.
Skill in applying effective methods of supervision and management principles in directing operations and the work of others.
Ability to effectively supervise, manage and communicate with a large complement of corrections staff, support staff, contracted providers and other county employees.
Ability to build and maintain teamwork, mentor, motivate, coach and develop subordinate staff.
Ability to anticipate, analyze and exercise good judgment in resolving institutional challenges and issues.
Ability to write clear and concise policies and procedures that provide guidance and direction to staff.
Ability to develop and administer a variety of programs to incentivize the inmate population to address their medical, mental health, substance abuse, educational or vocational needs that will assist them in transitioning from the correctional facility back into their community.

Work is generally performed indoors in an office setting, however, incumbent may be required to perform work in the secure perimeter of the jail and may be exposed to inmates, infectious materials, body fluids, communicable disease and blood borne pathogens. While in the secure perimeter of the jail, work may be difficult or emotionally challenging when dealing with irate or verbally abusive inmates, detainees, or visitors. Work hours may include evenings, weekends, and holidays. Work may be fast paced when dealing with multiple priorities and time constraints. The noise level is typically moderate.
While performing the duties of this job, the employee is frequently required to sit/remain stationary, talk, and hear (i.e., communicate / exchange information), and operate/manipulate equipment (e.g. use hands to finger, handle, or feel objects, tools, or controls). The employee is occasionally required to walk/move about, stand (i.e., remain upright), stoop, bend, climb, kneel (i.e., position self), and reach. The employee must occasionally lift and/or move up to 25 pounds.
Required sensory abilities include vision, hearing, and smell. Visual acuity at a level to view computer terminal, analyze data, read extensively and at a level to determine the accuracy and thoroughness of work assigned. Visual abilities, correctable to normal ranges, and must include peripheral vision. Incumbent must be able to hear within normal ranges. Communication abilities include the ability speak at a level to convey information, exchange ideas and have command presence. Visual acuity at a level to view computer terminal, analyze data, read extensively and at a level to determine the accuracy and thoroughness of work assigned.
